Found this after searching for anything live with Katherine Kellgren. I was missing hearing her warm voice after having listened to her narration of Books 1 through 11 in the Royal Spyness series by Rhys Bowen on Audible. I was devastated to hear that she had passed away in 2018. Her performances were truly amazing. She was able to convincingly portray so many different characters of every gender and age, including the accents from different regions and classes, and made the stories and characters come alive. She really elevated the quality of these books. What a gifted person. Such a sad loss. It was heart-warming to see how adorable and charming she was.

No child left behind had nothing to do with it. Reading Rainbow was only producing a handful of episodes a year since the mid 90s. I love the show for my kids, but LeVar is a leftwing nut when it comes to his political outlook. His show was floundering since the beginning of the Clinton administration, and PBS decided to cut the show. The government doesn't determine funding for individual shows.
When i was in elementary, born in 1985 and growing up in SoCal (Glendale) we had the Bookmobile, a library on wheels. We got excited about it coming by, and it got kids stoked about reading. We visited the Library weekly, the bookmobile came by once a month. It was another way to get kids to be excited about reading.
